Kenilworth Town Council is the local statutory authority representing the residents of Kenilworth. Find out more about the Council and how it works below.
Kenilworth Town Council represents its constituents at a local level and holds assets and provides services on their behalf. It is an incorporated body in its own right and not subservient to other authorities.
Key Roles
Town Clerk
The Town Clerk supports the council’s general administration, accounting and audit administration. The clerk is also called Proper Officer and is the administrator of the council’s decisions ensuring that work completed is to an agreed standard and budget
Responsibilities
- Issuing public notices for meetings,
- Drawing up meeting agendas, taking and producing minutes of meetings,
- Handling correspondence and complaints
- Receiving and retaining documents, notices, and byelaws
- Signing of legal documents with the council’s consent
- Liaising with bodies that the council works with and has contracts with
- May provide or manage a council’s services and facilities

The Town Mayor
A Town Councillor elected to serve as Council Chairman for a one year term of office – in May at Annual meeting as first item on the agenda.
Responsibilities
- Formally presides at the council meetings, and keeps control of the meeting, maintaining and applying standing orders.
- Providing a casting vote in the event of a tied result (in addition to their original vote) on an item
- Sign audit and governance assurances on behalf of the Council when chairing the meeting at which they were approved by Council
- Represents the Council at functions, and meetings and hosts events on behalf of the Council.

Councillor
A Councillor is a person elected or co-opted onto the council usually for a term of four years, and holds a public office, and is not a volunteer.
Responsibilities
- Their role is to participate in the collective decision- making processes of the council and they are subject to the code of conduct adopted by the council.
- Statutory obligation re observing registration and disclosure at meetings of certain financial interests
- They must not act on behalf of the Council without its express consent
- They must attend the Council’s meetings or must submit an apology or reason why they should be absent from a council meeting.
- Recognise that their position is of one of responsibility to their constituents
- Maintain a high standard of conduct and comply with the seven principles of Selflessness, integrity, objectivity, accountability, openness, honesty and leadership
- Enter Council debates with an open mind, regardless of their opinions and not pre-determine a decision on any matter.
- Raise matters that the council can consider and formally decide to take action about at meetings

Meetings
By law the Council has to hold an Annual Meeting and 3 other meetings in a calendar year. Kenilworth Town Council holds a full Council meeting a minimum of every six weeks throughout the year.

Council Committees
Kenilworth Town Council has two standing committees, Planning and Finance & General Services. These committees are populated solely by councillors and have powers delegated to them by the full Town Council. Committees meet regularly to discuss and vote upon matters related to their remit.

Council Working Groups
In addition to committees, Kenilworth Town Council has a number of working groups. These groups focus on a single issue with their structure and remit agreed by the Full Council. Each group includes a core of councillors but may also include co-opted members from outside the council itself. Each group reports back to the Full Town Council and meetings may be held remotely.
